THE CONSTITUTION of the LEADERSHIP of the DEAD PRESIDENTS ONLINE GAMING GUILD

We the leaders of the DEAD PRESIDENTS ONLING GAMING GUILD, in order to form a more perfect guild, establish justice, ensure gaming and social tranquility, provide for the common defense, promote the general welfare, and secure the blessings of worldwide camaraderie for ourselves and our future membership, do ordain and establish this CONSTITUTION for the LEADERSHIP of the DEAD PRESIDENTS GUILD.

ARTICLE I: THE JOINT CHIEFS OF STAFF

SECTION 1

All powers of policy and enforcement herein granted shall be vested in the JOINT CHIEFS OF STAFF, which shall be formed of all the leaders of the Guild.

SECTION 2

CLAUSE 1: CHIEF OF STAFF positions shall be created, eliminated, and maintained by votes of the current body of leaders, with additional input from the main guild membership.

CLAUSE 2: In the event of a vacancy in the representation from any section of the Guild, the remaining leaders shall determine nominations, with possible input by the main Guild body, and fill said vacancies by way of vote.

SECTION 3

CLAUSE 1: Any matter that deserves JCS attention may be presented to the council by any member of the leadership.

CLAUSE 2: All major matters of attention shall be brought to conclusion by the official voting members of the JCS, via majority vote.

CLAUSE 3: Voting sessions shall be initiated by either the originator of the discussion or the Sergeant At Arms (see Bill of Leadership for descriptions of all positions).

CLAUSE 4: All minor matters of attention shall be brought to conclusion by method of general and unofficial consensus. Should any member(s) strongly object to a course of action, then the matter will be officially taken up by the voting members of the JCS.

ARTICLE II: VOTING SEATS

SECTION 1

CLAUSE 1: To ensure adequate participation and authority for decisions made by the JCS, a specific set of seats in the JCS shall be required to participate in official votes.

CLAUSE 2: An odd number of total voting seats shall be maintained, to avoid tie votes.

SECTION 2

Holders of voting seats are required to cast official votes when they are called. Participation in corresponding discussions is also a responsibility. Alternates may be designated during times of absence.

ARTICLE III: NON-VOTING SEATS

SECTION 1

The remaining members of the guild leadership shall not participate in official votes. However, these leaders may participate in discussions.

SECTION 2

CLAUSE 1: Members of the DP Secret Service are entrusted with final and overall failsafe authority over the guild.

CLAUSE 2: These powers are only intended to be used when a majority of these members has concluded that there is great need to override the normal processes (see Article II).

CLAUSE 3: Members who have served in the JCS for a period of at least 5 years are eligible to become members of the DPSS.

ARTICLE IV: AMENDMENTS

From time to time, amendments or alterations to this document may be required. The JCS shall approve and add them as necessary.

ARTICLE V: RATIFICATION

The ratification of this document, in order to become official guild policy, must be obtained by a unanimous approval by the entire guild leadership. This is part of an effort to unite the leadership and provide common ground for future endeavours.

THE UNDERSIGNED HEREBY RATIFY AND ENACT THIS CONSTITUTION OF THE DEAD PRESIDENTS ONLINE GAMING GUILD, DATED FEBRUARY 28th, 2010.
